Financial Management (FM) Quality Service Management Office (QSMO) Task Order Review Board (TORB) Intake Form

Welcome to the Financial Management Quality Service Management Office (FM QSMO) Task Order Review Board (TORB) Intake Form. To help guide federal agency customers through the acquisition process, the FM QSMO established a review process and TORB to review acquisitions for commercial vendor solutions and services from the FM Marketplace. The FM QSMO Special Item Number (SIN) 518210FM - Financial Management Quality Service Management Office (FM QSMO) Core Financial Management (FM) Solutions and Information Technology (IT) Professional Services serves as the contract vehicle to acquire commercial vendor solutions and services from the FM Marketplace. The detail requested in this Intake Form will provide the TORB with the necessary information to validate that acquisitions through SIN 518210FM align with the FMCF.

Please note: This Intake form is used only when acquiring commercial vendor solutions and services from the Marketplace through SIN 518210FM. Agencies looking to obtain services from a Federal Shared Service Provider or the Bureau of the Fiscal Service, should not use this form.

Before you get started, be sure to:
 • Familiarize yourself with the FM Marketplace Catalog and Resources, including the Agency Acquisition Guide.
 • Review SIN 518210FM.
 • Engage with the FM QSMO regarding this acquisition to identify solutions and services that can meet your office's business, capability, and requirements needs.
 • Have your requirements documents (e.g., Performance Work Statement (PWS), Statement of Work (SOW), Statement of Objectives (SOO)) and supplemental acquisition materials (e.g., acquisition plan, Independent Government Estimate (IGE), agency level evaluation criteria, etc.) ready to submit through the TORB Intake Form.

The objectives and goals of this process are for the FM QSMO to:
• Consult and coordinate with agencies ready to initiate SIN 518210FM acquisitions.
• Support agencies and provide financial management expertise from acquisition initiation through close out.
• Review agency-submitted requirements to validate that they align with the FMCF.
• As appropriate, provide feedback or possible recommendations to proceed with the acquisition.
