A CSP is defined as an entity responsible for making and operating a Cloud Service Offering (CSO) (i.e., IaaS, PaaS, SaaS) that is available to cloud service consumers (e.g., government).

A CSP authorized reseller is defined as an entity that has a formalized business relationship (e.g., Letter of Supply) with a CSP to market and sell the CSP's Cloud Service Offerings (CSOs) to cloud service consumers (e.g., government).
